Gender and Social Protection at the Intersection of Discourses and Governmentality: A Discursive Analysis of the ‘Conduct of Conduct’ in the Context of Ghana

In Ghana, the government of the state delivers social protection to the population through several programmes. One of such programmes is the Livelihood Empowerment Against Poverty (LEAP), a cash transfer programme, which is designed and implemented by the government with the support of transnational agencies such as the World Bank, UNICEF and DFID. The study investigates the ways in which the government conducts the ‘conduct’ of men and women in the local communities of Ghana within the domain of social protection as a governmental programme. It is an interdisciplinary study, which combines the discourse-historical approach with studies of governmentality to explore the practices of actors and subjects in the discursive field in search of answers to the following questions: How do the apparatuses and domains of power constitute the subjects of the programme? What identities and subjectivities emerge? How do gendered subjects construct or perform these emerging identities and subjectivities in relation to the government and the family?
