Title: Capitalizing Land, Negotiating Resources and Policies: A Study of Dynamic Discourse Coalitions in Four Strategic Action Fields in Uganda

The purpose of the PhD project is to provide insight into policies and complexities of land use and landownership in in four Strategic Action Fields (agriculture, tourism (wildlife), oil and gas, and hydropower) in the context of the national development policy in Uganda. Uganda government has launched a development policy called Uganda Vision 2040 to provide development pathways and strategies in order to reach “A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years”. A critical policy discourse analysis will be conducted in the Strategic Action Fields (SAFs). The role of discourse in shaping local agency in negotiations about resources and landownership has received limited attention in analogies to the interactions in and between SAFs. The project presents the dominant competing discourses in policy documents through the lens of discursive struggles and critical discourse analysis.
